To ensure transparency, accountability, and efficient use of resources, ultimately benefiting students and the school community, CAPSU Burias went through Budget Hearing and Procurement Training by key officials from the Central Office on July 29 at Bermejo Hall.
During the morning session, Dr. Rodyard B. Madiclum, Campus Administrator, welcomed the University key officials, deans, heads of offices, faculty members, and student-representatives from major student organizations who took part in the said hearing and training to enhance the quality of education by discussing and scrutinizing the allocation of funds, ensuring they align with educational priorities and needs.
Dr. Wennie F. Legario, Vice President for Administration and Finance, tackled the importance of proper budgeting and funding of money in his discussion and explained that: “One of the most crucial operations of the University is budgeting. No matter how many funds we have, if we cannot budget properly, we will not have any direction at all because we have the money but cannot spend it appropriately. As to necessity, no matter how we want to buy something, we have to look into account, ‘Does it compensate for the necessity?’ ‘Is it necessary for our operation?’ or if one’s will be over the needs, problema ang mangyayari.”
Afterwards, Dr. Madiclum presented the templates showing the program offerings, performance indicators, budget for instruction, sources of income, budget allocations, and proposed programs, projects, and activities for Fiscal Year 2025 per Major Final Output (MFO), with some of the attendees simultaneously sharing their ideas, concerns, and suggestions about the presentation.
In the afternoon, the training on procurement commenced with Dr. Mary Ann B. Martelino, Vice President for External Affairs and Linkages and BAC Chairman, tackling the Preparation of Project Procurement Management Plan (PPMC), wherein she highlighted, “In the procurement process, the less time it takes to procure, the better the quality.”
Furthermore, Atty. Toche Vic B. Doce, BAC Vice Chairman, talked about the Stages of Procurement, pointing out that these are crucial for ensuring that the institution acquires goods and services efficiently, cost-effectively, and in compliance with legal and regulatory requirements.
He said that, “There could be delays in each stage which would require us to go back to the first stage, but once we properly do all the stages, then we can attain a successful procurement within a reasonable time.”
To further guarantee the effective use of funds and resources, a representative of Ms. Amy Joy M. Dapilaga, Administrative Officer III, in the person of Mr. Raymart Solante, talked about the Bidding Documents and Procurement Monitoring as well.
“To our participants, thank you for being here and for your commitment to learning and development. Your active participation is what makes this learning orientation, and at the same time, training in procurement like this is truly valuable,” Dr. Madiclum expressed.
Finally, the training ended with closing remarks delivered by Mr. Cris Vincent D. Layes, Designated Supply Officer, expressing his gratitude for the guidance provided by the speakers, that not only enhanced their understanding of these processes but also equipped them with the skills necessary to implement best practices in procurement within their respective roles.
